http://www.podcatch.com/
PodCatch is a directory and a community that has a mailing list and discussion group for talking all things podcasting. Unfortunately, the discussions (actually comments on postings) have a lot of spam. The right column lists about ten of the freshest podcasts or you can click on Fresh Podcasts to see a longer list of recently updated podcasts and you can grab the show's feed from there.
No submission tool. Uses pings instead and intructions on how to Ping URL here: http://www.podcatch.com/howToPing or go straight to the Ping Site form here: http://audio.weblogs.com/pingform.html
