This is a very qualified paper bringing together the results of various recent surveys. Prof. Berge provides heaps of quality and well researched information to better assess barriers and solutions to the effective adoption and deployment of e-Learning programs.

The essence of it all is that the efforts required to carry out an effective program are way too often underestimated, and that several key other aspects outside technology play an important role in the final success of this projects.

If an institution has no culture to support e-Learning and distance training most technology-based attempts to carry out projects in this area will generally fail.
